A commercial phinisi in Indonesia sails under certificated officers: the captain and deck officers hold ANT tickets (Ahli Nautika Tingkat — nautical competency grades), engineers hold ATT tickets (Ahli Teknika Tingkat), and crew members carry BST (Basic Safety Training) certification. Manning levels scale with the vessel’s gross tonnage and trading area, and the requirements sit inside the same national framework that certificates the vessel itself.
Guests rarely ask about any of this, which is exactly why the professional operators wish they would. Here is the map.
The certificate stack, person by person
- Captain and deck officers — ANT. Indonesian nautical certificates run in grades (ANT V upward toward ANT I), with the required grade set by vessel tonnage and route. For the 60–250 GT domestic-trade phinisi fleet, captains typically hold mid-grade ANT tickets appropriate to near-coastal passenger work.
- Engineers — ATT. The engine-room mirror of ANT. A vessel running twin generators, watermakers, air conditioning and a main diesel around the clock needs a certificated engineer, not a handyman.
- All crew — BST. Basic Safety Training covers firefighting, sea survival, first aid and personal safety — the STCW-derived baseline Indonesia applies to commercial crews. On a good boat, the service team pouring your coffee has drilled abandon-ship procedures.
- Dive staff (where carried) — certified separately through PADI/SSI professional ratings; a dive specialist phinisi advertising “PADI 4:1” is quoting instructor-to-guest ratio, a service metric on top of the marine stack.
How vessel paperwork and crew paperwork interlock
The vessel’s safety certificate (sertifikat keselamatan), measurement letter (surat ukur) and manning document together define how many certificated crew of which grades must be aboard; surveys keep the vessel side current, and crew contracts keep the human side current. What crew scale actually looks like
Across the published fleet, a 30–40 m luxury phinisi carrying 16–24 guests typically runs a crew in the low-to-mid teens: master, officers, engineer(s), cook and galley team, service staff, dive team where relevant. Three questions worth asking any operator
- What grade is the captain’s ticket, and how many seasons has he run this route?
- Is there a certificated engineer aboard every departure?
- When did the crew last run a full safety drill?
Operators running professionalized fleets — Komodo Luxury among them — answer these without blinking, because the answers are their operating system. A phinisi is hand-built heritage, but it is crewed like the commercial passenger vessel it legally is. That combination is the whole point.
The crew structure behind a smooth charter
On a well-run 30–40 m vessel the departments are distinct even when individuals overlap. The deck department — master, mate, deckhands — owns navigation, anchoring, tenders and the endless small seamanship of a wooden ship. The engine department keeps the main diesel, generators, watermakers and air conditioning alive on a 24-hour cycle; on a luxury boat the engineer is arguably the guest experience’s single most important invisible person. The hotel department — chef, galley, stewards — delivers the service layer, and on dive boats a dive team adds professional ratings to the roster. Titles vary; the fourfold structure is near-universal above a certain service standard.
Why certification depth matters more on wooden vessels: a phinisi’s systems are individually simple but numerous, and the hull itself is a living structure that reports through pumps, sounds and trim. Certificated officers bring the trained habit of logging and trend-watching — the difference between noticing a rising bilge-pump cycle on Tuesday and discovering a problem on Friday. Regulation requires the tickets; seamanship culture is what the tickets are a proxy for.
Continuity is the underrated credential. Crews that stay with a vessel across seasons accumulate hull-specific knowledge no certificate captures — which anchorage holds in a north swell, which generator runs warm, where the boat likes weight. When an operator mentions that the captain has run the same vessel for five seasons, that sentence outranks a wall of framed certificates, and the best fleets advertise exactly that fact.
